Approximately 3.2 million Texas residents are aged above 65 years, representing 12 percent of the state population (World Health Organization, 2015). This ballooning figure is expected to hit 20 percent by 2050. This expansion of the more elderly populace will probably mean an increase in the requirement for a wide range of health services as well as improvement in the nature of services being rendered.

All the activities including but not limited to enforcement of this law shall be funded by the state government. Failure to adhere to these regulations will lead to necessary legal measures taken against specific individual and or the management of the facility. It is suggested that the law goes into effect six months after being passed to allow for the compliance window.
Upon passing of this bill into a law, sanity will be restored in the adult care homes, patients will receive better quality services and the patients will be shielded from rampant professional malpractices currently being reported in the majority of the institutions
